Job Title : Java Architect

Location : Harrisburg PA

Duration : 6 Months

Obtain a Senior Architect (SAR1) to create a pilot e-Permitting Application that will serve as model for developing additional permitting functions.

The Department requires technical expertise in the development of common, reusable components that will provide for ‘faster time to market' for critical and/or high priority projects such as ePermitting, Outdoor Advertising Devices, Marcellus Shale, and BMS Pontis Replacement. We also require assistance in the following tasks for the initiatives mentioned above: business rules engine setup/deployment, data conversion, data modeling, development of application & system architecture, interfacing with existing department systems, web services, user authentication & security, modification and/or development of application frameworks. This will require a Data Architect with advanced skills in all of the areas mentioned as well as extensive knowledge/experience with PennDOT Application Systems. An individual that meets these criteria will reduce and/or eliminate what would amount to a significant amount of time to bring an individual with the skill sets but no relevant PennDOT experience up to speed on the various PennDOT Systems. This individual will work in conjunction with PennDOT Application & Infrastructure Architects to develop a comprehensive/flexible design that will result in reduced scope for future projects that can leverage this common architecture.

Overall objectives are as follows:

1. Work in conjunction with department personnel to develop an ePermitting application architecture. The overarching objective is to develop reusable components that will result in faster 'time to market' for subsequent permitting or similar application requirements.

2. Develop common components as part of the ePermitting Process that can be leveraged by subsequent application development teams.

3. Research the feasibility/benefit of setting up/deploying a business rules engine.

4. Mentor development teams in the use of common components and overall application & system architecture.

5. Participate in data model review sessions.

6. Perform data conversion activities as required.

7. Develop interfaces to new and/or existing Department and/or Commonwealth systems (EDMS, GIS, and SAP.

8. Develop/modify application frameworks as required.

9. Develop web services if deemed appropriate by architectural design requirements.

10. Look to optimize use of existing Department IT resources when developing common components.

11. Propagate industry best practices in all architectural and system development efforts.

The Quality Assurance Specialist (QAS) is responsible for the design, pilot, and implementation of the software quality assurance review processes.

The Division of Information Technology requests a senior Quality Assurance Analyst that would primarily be assigned to the Equipment Inventory Management System (EIMS) being developed for ODOT assets. The EIMS project is at a stage where a QA will be needed as soon as possible to develop a test stratgey and plan for this 3rd party application (COTS) as well as creating test cases and scripts and executing the test cases.  The contractor will also work with the users on User Acceptance Testing to ensure the users are satisfied with the product and it meets business needs. This consultant would also work on other projects as needed. This is an enterprise application and will be completed in multiple phases. It will integrate with other systems including Kronos payroll

The Quality Assurance Specialist (QAS) is responsible for the design, pilot, and implementation of the software quality assurance review processes. The QAS Specialist will work with Application Teams during pre and post assessment periods. The QAS Specialist reports to the Quality Assurance Team Lead. For each phase end review the Quality Assurance Specialist is responsible to plan, schedule, execute, and document findings of the review.  Quality Assurance Specialists must have a detailed understanding of processes which support the software development lifecycle. The Quality Assurance Lead is responsible for communicating with the State regarding the progress of the quality approach and a summary of the metrics, as well as managing the Quality Assurance Specialists.

The incumbent in this position serves as a senior Java J2EE architect for 2 separate IT projects involving the CRASH accident reporting system. 

 

The incumbent in this position serves as a senior Java J2EE architect for 2 separate IT projects involving the CRASH accident reporting system.  One project involves supporting a public-facing web service to validate CRASH accident report information submitted via an XML schema.  The second project involves building a public-facing Internet site where police agencies, business partners and the general public can interactively view accident data. 

 

The Senior Architect will serve as the primary software and data architect for the two projects as well as a team lead with two application developers.  The senior architect will also be a key participant in project planning and management.  The senior architect will participate in all phases of the SDLC, including development and implementation. 

 

Specific Duties:

·         Serve as the lead architect and designer of n-tier applications using Java J2EE.

·         Architect, design and develop user interface, service tier and data tier components for complex applications, including server-based web applications.

·         Participate in project planning and management, including developing of timelines, leveling of resources and managing of tasks for quality, schedule and budget.

·         Serve a lead role in the design of normalized transactional databases in DB/2 and/or Oracle 10g database environments.

·         Serve as a team leader and coordinate the efforts of a small application development team.

Responsibilities include system security planning, development, and implementation of security policies across multiple platforms, monitoring and compliance of IT Security Policies, and the management and support of network and security services.  The Security Analyst is also responsible for the design of security policy education, training, and auditing.

The purpose of this request is to augment the technical staff of the Information Technology Office (ITO) to design and develop the browser based J2EE Applications, such as Superior Courts Records and Inventory Management System (SCRIMS) application and also create webservices & retrieve and display images from IBM Content Manager for the Phase 2 of SCRIMS.

Contract staff will work at the direction of ITO staff and will be required to contribute in all phases of project development.  This includes working with users, documenting system requirements, prototypes, design, develop and implement the Web application within the ITO RUP protocols and procedures.   Detailed work may include documenting business models, use case models, activity diagrams, generating coding specifications, perform coding tasks, unit test all modules and implementation of the system.
