Programmer is responsible for coding, component & assembly testing of all application code owned by the Application Team. Programmers typically are involved in maintenance (including production support), enhancement & development work.

Looking for a VB.net business application programmer. This is not web development.

Candidates with GenTax Application Software experience us desired.  GenTax is a product of Fast Enterprises.

Role Description:

Code enhancement and development programs and/or required fixes to production problems using the functional and technical programming standards.

Test, enhance and develop programs.

Create and provide content for operational documentation

Utilize configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement an application.

Research problems before approaching the Team Lead or Functional Architect for assistance.

Work to implement and maintain an on-line interactive training system for municipal officials to use for the submission of Uniform Construction Code (UCC) related reports.. This would include webinars, processing registration/attendance, online accreditation and election information updates.

Work to develop a collection and reporting system for the fees imposed on construction and building permits. This should include an accounting system for processing and distributing the fees and reporting system to track and monitor payments by municipality, amount, and reporting period. Incorporated a system to monitor delinquencies and notify delinquent accounts.

Develop an interactive system within so data can flow seamlessly between the UCC Administrator and all components

Meets with users to determine problems with existing applications or operational needs and requirements of a new application. Works with users to define needs/specify information technology requirements, information flow study and methods of work organization. Performs the activities of project definition, system specifications and develops user requirements for client/server systems. This includes conducting fact-finding studies of data and information given by user to identify information technology alternatives or operation improvement.

Identifies alternative design options for the user given the technical environment; Analyze the development cycles processes for potential weaknesses and shortcomings. Detail design, programming, testing, documentation and implementation phases of the projects; and complying with the established standards and procedures of the Development cycle.

Works independently on application development using .NET technology, SQL Reporting and other data management tasks. When required, also serves on development teams with other application developers on large projects performing tasks from design, development, to implementation of the Administrative and Office Tracking Applications for UCC purposes.

Identifies alternative design options and their feasibility and develops recommendations for system parameters, including proposed schedule for development, with the goal of bringing projects to a satisfactory completion within the allocated time. Develops all specifications for a new application. This includes report layouts, screens, input documents and database design.

Is able to plan and develop migration steps from existing systems to new systems. This includes moving existing data from the current to newly-created databases, plus identifying problems with existing data and coordinating with end-user and other IT personnel to help rectify problems/system deficiencies before production. Designs centralized and distributed SQL database structures consistent with organization applications, operations and networking goals and objectives.

Supports and maintains the Municipal statistics application as it relates to the UCC Fund. Ensure data from the UCC system is utilized from the source and avoid redundant data silos from being created in other applications that should link to UCC. Co-ordinates with the Enterprise Server Farm (ESF), creates the ESF documentation for any changes/updates/enhancements from start to finish.

Aids in testing applications in house before they hit the staging environment and then into production.

The Programmer is responsible for analysis, design, coding, component and assembly testing, documentation and placing in production of all application code supported by Benefits team

The Office of Information Technology (OIT) supporting the Maine Department of Labor (MDOL) is looking for a Programmer 5, with Skill Category III to work on the team supporting the Benefits system. MDOL has been awarded Supplemental Budget Requests for several projects with a funding end date of 9/30/2013 and we need additional development staff to help us accomplish the work. These projects include the development of improved Overpayment processing and  the replacement of UIPROD.

These projects will involve development in the Unemployment Compensation Benefits system at the MDOL. The Benefits system is a critical legacy system which provides MDOL with the capability to register individuals for unemployment insurance benefits and disburse those benefits.

The Benefits application is programmed in a combination of Oracle PL/SQL, SQL, Unix scripting, and COBOL languages. There are a fair number of programs that are written in COBOL so the resource needs to be able to both read the code and modify existing code as needed or write a new module within an existing COBOL program. In addition, the resource needs to be comfortable compiling cobol.

The Oracle database the resource will be working on resides on a Windows environment/server however the associated batch environment resides on Unix. This may change to Linux fairly soon. The database interacts with other entities including a Progress dataserver. Additionally, the client is in the process of upgrades which require them to work in various combinations of versions including Oracle 9, 10, and 11.

This is technical work involving the development of complex computer programs. Responsibilities will include designing, coding, testing, debugging, and documenting application programs.

Years of Relevant Experience: 10 plus years

Preferred Education: 4 year college degree or equivalent technical study with advanced study preferred.
