Role: Java /J2EE Programmer
Location: Harrisburg PA
Duration: 3 Months

The Programmer is responsible for analysis, design, coding, component and assembly testing of all application code owned by the Application Team.
The selected candidate in this position serves as a Java J2EE Programmer 4 on the ePermitting System Team at PennDOT.  The Programmer 4 will work under the guidance of Programmer 5’s and Programmer 4’s to gather requirements, design, code, test, and implement.

The programming language will be Java/J2EE running on IBM WebSphere.  Development tools used include Rational RSA and Eclipse.  Some of the primary supporting tools are ClearCase, ClearQuest, RequisitPro, Functional Tester, Manual Tester, and Performance Tester.  The backend databases include IBM DB/2 on mainframe zOS, Oracle 11g, and SQL Server.  Some of the other middleware products currently used are IBM Websphere MQ, Message Broker, and Tivoli Workload Scheduler (TWS). 4 plus years experience
4 year college degree or equivalent technical study with advanced study preferred

•           This is a professional level non-supervisory position which may require coordination of programming activities being conducted by the team
•           Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing.
•           Works with necessary personnel to determine if modifications are necessary with interested personnel to determine necessity for modifications or enhancements.
•           Leverages excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.

The Senior Product Specialist (SPRS) will provide expertise in Oracle IAM, specifically implementation of  connectors to application systems serviced by Delaware IAM Service.

The Senior Product Specialist (SPRS) will provide technical expertise in the on boarding of business applications to Delaware’s Identity and Access Management Service (IAM).  The SPRS will gather requirements, provide technical guidance (meet with application developers and help them understand what webservices and IAM is and how it will impact their environment), consult with other programmers and system engineers, configure Oracle IAM settings (on-job training provided), perform Java programming, test and debug application interfaces, customize web pages, and write documentation.

This role requires prior knowledge and working experience with SOA.  SPRS will work under general direction of Program Lead and/or Project Managers, but must be able to operate independently on both technical work and interaction with others.  English language skills must be extremely strong.

This position, while currently showing an end of 6/30/2013, it is anticipated to be an ongoing role.

Programmer is responsible for analysis, design, coding, component & assembly testing of all application code owned by the Application Team. Programmers typically are involved in maintenance (including production support), enhancement & development work.

The purpose of this request is to augment the technical staff of the Information Technology Office (ITO) to design and develop the browser based J2EE Applications, such as Final Retraining Order (FRO) application and convert the Electronic Restraining Order (eTRO) browser based application from Domino to JAVA. 

Contract staff will work at the direction of ITO staff and will be required to contribute in all phases of project development.  This includes working with users, documenting system requirements, prototypes, design, develop and implement the Web application within the ITO RUP protocols and procedures.   Detailed work may include documenting business models, use case models, activity diagrams, generating coding specifications, perform coding tasks, unit test all modules and implementation of the system.

Selected staff will deliver completed system documentation and diagrams per the ITO Rational Software protocols and complete program components (Java, JSP, EJB, Servlets, Builds, etc…) as assigned.   All components must be clearly documented.  They must also create and maintain technical architectural diagrams, test plans and lead staff. Provide status reports to the project manager or lead. Complete system requirements documentation and estimates for projects and or tasks.

This resource will assist and mentor agency developers in upgrading and enhancing an existing ASP.NET 1.1 Web application.

The OIG Automated Recovery System (“OARS”) is the Office of Inspector General’s primary IT solution for the agency’s welfare recovery efforts: case generation and routing, processing and recording payments, generating letters and reports, and communicating with several outside systems to achieve its mission. It is a web application with approximately 300 users within the agency.

This project is a modernization and reengineering of the existing OARS system, upgrading it from ASP.NET 1.1 to ASP.NET 4.0+ and incorporating over 100 outstanding fixes and feature requests in the application code (Visual Basic .NET), database (SQL Server 2005) and reports (SQL Server Reporting Services), and refactoring and simplifying the system’s internal structure for future ease of maintenance.

Some major initiatives within the project’s scope include fixing known issues within the user interface, granting access to staff at allied state agencies to augment current business practices, granting access to the public to incorporate e-commerce style repayment of debt, simplifying or streamlining the generation of letters and legal documents, and creating detailed documentation of current business practices and rules.

A qualified candidate must:
- have experience working with complex web application re-engineering projects
- have experience working with Visual Basic .NET, ASP.NET 4.0+ (web forms), Visual Studio 2010+, and WCF Web Services.
- have experience working with Agile development practices.

An ideal candidate would additionally have working knowledge of the Pennsylvania welfare system; strong knowledge of ASP.NET MVC, LinQ, OOP Design Patterns, T-SQL (2005+), previous experience on upgrading .NET 1.1 web applications, and previous experience developing e-commerce applications.

Additional details:
- The initial contract is full time, 37.5 hours per week
- Work hours are 8:30 am – 5:00 pm, Monday - Friday (with lunch 12:00 - 1:00 pm)
