The Programmer (PR) is responsible for analysis, design, coding, component and assembly testing of all application code owned by the Application Team. Programmers have a range of skills and knowledge of the technologies used and applications supported by the Application Team. Specifically, the programmers should be an expert in using C# and MS VS .Net 2008 and MS SQL 2008 to develop the application. The Programmer works with the Functional Architect and Technical Architecture Specialist on an as needed basis to ensure that design and code meets customer requirements.

 

Years of Relevant Experience: 5 plus years

 

Preferred Education: 4 year college degree or equivalent technical study

 

Role Description: All roles specified in PR 1 & 2 plus:

Plan all required process steps.

Review and understand the Application Team’s workplan.

Provide status of work to Team Lead.

Anticipate, identify, track and resolve issues and risks affecting own work and work of the Application Team. Develop contingency plans as necessary.

Engage in ongoing process improvement.

Detailed functional and process knowledge.

Utilize deep modeling, design and coding skills.

Provide expertise in one or more database environments."

Local Report Card Variable Data Publishing

 

Each year, ODE is required by law to produce Local Report Cards detailing performance at district, building, community school, and non-proficiency levels.

 

The Local Report Card (LRC) is created each year at the end of August.  The schedule cannot slip.  The LRC is one of the most important products of the agency.  The report cards inform the district and buildings of their strengths and show them where they need to focus on making improvements.  The public, also, has an interest in the Local Report Cards and how well their schools are performing.

 

Ohio has approximately 615 districts, 3275 public school buildings, 290 community schools, and 185 non-proficiency public school buildings.

 

Last year, the district, building, and community school templates were eight pages in length, and the non-proficiency template was two pages in length.  Approximately 4,400-8,800 separate two-color .PDFs need to be created using formats ODE will supply.   There are approximately 1,000 data fields on most of the report cards.

 

Activities performed by this resource will include, but are not limited to the following items:

 

•   Meet with subject matter experts to verify and validate technical and functional requirements

•   Map the data elements to the ODE supplied format

•   Create the PDFs using the Adobe InDesign variable data publishing software

•   Create documentation to support creating and maintaining (if changes are needed) the PDFs.

•   Provide knowledge transfer to support the transistion of work from the staff augmentation resource to an ODE resource.   

•   Make recommendations on ways to improve the LRC PDF process in the future

The Client is seeking a professional with knowledge of website design and organization, Ekton content management, and excellent communication, interpersonal and analytical skills.

 

The goal is to develop a plan to implement a modern website that is customer-centric, easy to navigate, meets the needs of Client staff,  and of quality to be entered in Government Web contests.

 

Advanced experience maintaining multiple websites; examining traffic patterns and transactions; testing for multiple platforms; maintaining usability standards and security standards as they relate to the sites.

 

The project will include research and analysis of current website trends and best practices, interviews with Client staff and select customers, development of a plan for redesign (including the look and feel, and the architecture or flow) of the website with an emphasis on services, and other enhancements.

 

The final product is to be briefed to the CIO and Executive Team the final week of the contract and handed over to the director of communications for an in-house resource to implement after July 1.

 

This project is of medium complexity, with the candidate working directly with Client communications staff and others working on or contributing to the CLIENT website, reporting to the director of communications.

 

Work will include:

·         A review of best practices regarding websites and reviews of actual websites, including government, private sector and retail sites; deliverable will be a report on the results of such review including best practices and current trends.

·         Develop questions (to be approved by the director of communications) for interviews with Client staff (approximately 15-20, names to be provided);

·         Develop questions (to be approved by the director of communications) for interviews with customers (approximately 12-15, names to be provided);

 

Candidate will report verbally (or in writing if the candidate prefers) on a weekly basis to Client director of communications on status and possible need for any additional work (to be including in the above timeframe) required to provide the end deliverable. Candidate will work closely with Client communications staffer who oversees content on the website.

 

The candidate will provide a detailed, structured report of findings and recommendations, including but not limited to:

·         A proposed look and feel of the site to complement the virginia.gov portal that meets website design standards;

·         A recommendation of what should be featured on the opening page and on “parent” and “child” pages with an understanding that ALL recommended changes must meet  state website standards, including compliance with 508 and other services for disabled persons.

·         Responsible for the successful delivery of one or more, small to medium sized and moderately complex projects.

Primary Job Responsibilities

 

·         Develops and executes detailed work plans, schedules, project estimates, resource plans and status reports, issue           management  and risk mitigation. May include interaction with different stakeholders across the enterprise.

·         Effectively manages the project team, demonstrating the ability to coach, mentor and positively influence others, providing timely feedback to individuals and resource managers.

·         Participate in Business Unit and Chubb-wide project management working groups and activities to stay current on the latest project management solutions and to ensure the proposed project management processes, tools and metrics are aligned to the current and future Corporate IT objectives.

Recommended Qualifications
