SENIOR JAVA Programmers who have some Architectural Experience. We are looking for candidates who have solid experience, who can articulate Programming Methodology and who have definitive leadership experience in prior projects. The purpose of this request is to augment the technical staff of the Information Technology Office (ITO) to design and develop a web based application for Drug Court.

The Judiciary is looking for  a Senior Programmer/Architect to work with the BA/Functional Architect to design the application and screens. They will also be responsible for coding.

Contract staff will work at the direction of ITO staff and will be required to contribute in all phases of project development.  This includes working with users, documenting system requirements, prototypes, design, develop and implement the Web application within the ITO RUP protocols and procedures.   Detailed work may include documenting business models, use case models, activity diagrams, generating coding specifications, perform coding tasks, unit test all modules and implementation of the system.

Selected staff will deliver completed system documentation and diagrams per the ITO Rational Software protocols and complete program components (Java, JSP, EJB, Servlets, Builds, etc…) as assigned.   All components must be clearly documented.  They must also create and maintain technical architectural diagrams, test plans and lead staff. Provide status reports to the project manager or lead. Complete system requirements documentation and estimates for projects and or tasks.

The initial phase of this project is to define the scope of the Drug Court Application.

The Programmer is responsible for analysis, design, coding, component and assembly testing of all application code owned by the Application Team.

The individual will be responsible for leading the application development and programming of the Corporation Tax System, Personal Income Tax System, or the Keystone Integrated Tax System (Employer Tax and Sales tax). The individual will work with other team members to help design and develop complex tax applications.

The applications are developed on the mainframe, but may integrate with client/server or web applications.

Some of the main tasks include resolving production issues, executing tax season maintenance, implementing executive and legislative mandated initiatives, preparing system documentation, developing and executing test plans and scripts, and assisting user bureau personnel. A strong background in all stages of the development life cycle is preferred, including requirements analysis, design, development, testing, and production roll-out support. The individual should possess good oral and written communication skills.

In accordance with the terms of Contract No. 4400007198 and the duties of staff augmentation personnel outlined therein, staff augmentation personnel shall provide complete knowledge transfer to the Department of all tasks and projects assigned by the Department. Knowledge transfer includes complete written documentation including systems design, technical design and specifications, and coding to the Department for all tasks and projects to which personnel are assigned.

FCCS needs the assistance of a Microsoft Specialist to aid us in upgrading our environment, including the Windows OS, Exchange, AD, Office, group policies, domain, SCCM, and WSUS.

FCCS needs the assistance of a Microsoft Specialist to upgrade and enhance our current environment. This upgrade will include the following work:
• Upgrade OS from Windows XP to Windows 7
• Upgrade E-mail from Exchange 2003, Active Directory, and Outlook (and OWA) to current versions of each
• Upgrade Office (Word, Excel, PowerPoint) from 2007 to 2010
• Upgrade our group policies for better security and maintenance
• Help finish the migration to our new network domain
• Install SCCM
• Install WSUS

We have a Windows 2008R2 server environment. We also have SharePoint ES 2010 but do not intend to update it at this time.
Most of this work was begun in 2011 with a plan to complete in 2012, but it was put on hold. We now would like to complete the work. While we recognize that these could be treated as discreet segments of work, they remain a logical whole because of the interdependencies among the tools that need to be upgraded/installed. Therefore we would like to complete them together.

The Microsoft Specialist will collaborate with our network, server, storage, and DBA staff to plan and complete the upgrade. They will also be expected to make recommendations on best practice in terms of how we have organized our forest and setup group policies.

The first phase of the project will require the consultant to complete the requirements and develop a detailed work plan, with tasks, dependencies, and resource requirements . The second phase will require them to execute the plan. Both phases will be done in collaboration with the relevant FCCS technical staff.

The duration of the project will adapt to the plan developed during phase 1.
